I have quality 65 oak tree sprout.
There is quality 70 forest soil near my base.
How can I make quality 100 oak tree?

You just need to find 100q oak tree and take his sprouts, there is always a couple of those that grows naturally. Soil has nothing to do with tree quality when you plant them.

But go get some of that High Quality soil, because I believe the growth of your replanted trees and the regrowth of sprouts is related to how good the soil is. Better soil, faster regrowth.

Also I don't know if different trees have different growth rate.. probably.

I planted oak trees and maple tree at the same time and in the same location and the maple trees became major ones way before (like one RL day earlier) the oak trees... this or the soil had something to do with it...
