In this case you need to buy-in to join it, but anyone in the world may do so and gain all the added perks associated. Once the game is live, then people will be able to get the client via Steam and then choose if they wish to go to the mainland by buying a ticket, however they will not receive any of the benefits of buying a beta starter pack which are rather significant.

Yeah...no. Open Beta has ALWAYS meant free access. The "open" designates availability to everyone. It's usually a limited time and similar in function to a single player game demo.
If you have to pay to gain access then it's an early access or head start program. It is NOT open beta. Open Beta goes back into the 90's. You can't start changing it now just because it doesn't suit you.
