I Like the Idea.
I doubt it will bring non PvPers to PvP.
Because their Mindset is different (A City Builder wants to Build a City. He doesnt care for Fighting.) and you wont change it.
But the Idea is good anyways as it gives the PvPers a Place to have Fights thus hopefully at least getting a few of them occupied and not rampaging around New Players and scaring em out of the Game.

they must add the building like collesium. so the people travel from their little village or city for arena . So this is prove the dynamics of the world.
