i originally bought pilgrim pack (directly not from steam) and several days ago decided to spend some more $ on game and tried buying it again (as i think it gives good return for the price) yet couldnt complete the transaction - after i contacted Xsolla i was told that same pack cant be bought twice (even though i read dev comments saying you can buy multiple packs and the perks will stack)

this seems rather strange as i see no reason for this and in fact i will have to buy cheaper pagan pack now which means devs will get less money and i will be less happy with my purchase

Indeed, t is not possible to purchase same pack twice. But you can buy three different packages and the rewards from them will stack.
