To chime in on the logic here, having wheels and no animals to use them is a bit strange.
If we look at Native Americans, they had no animal that could be domesticated which could pull a cart. The biggest ones were alpacas and llamas, which are not fit for the task. This is not because they could not invent the wheel - wheels were used in pottery and there are even toys with wheels.
The northern climates where it always snows - again, no use for the wheel. Dog sleds are most adjusted to the environment.
Africa, mostly the southern half without camels, had no use for wheels. Island nations too.
Moreover, the wheel becomes more popular once you actually have roads, especially roads that connect cities. You technically need a pretty large population for this, but maybe it's best for us to overlook this lest we have to deal with a requirement of 3,000 players needed to turn their guild into a small kingdom.
