Possibly, but I think that's just a house with rooms that you can claim, just like a big house or even a shack. You cannot temporarily rent a room there can you? That's what an Inn is. If it's on protected land, you would need the guildmaster to give you permission to stay there permanent wouldn't you? Or else you couldn't even go inside, right?. Also, when you enter the town and put your mouse over it, you see it's called "Plaster House" which gives no indication that it is either a Tavern or an Inn. And there is no merchant signage on the outside of it like with the workshops to indicate that it's more than just another home. So I think that one is simply just another house...or appears to be for all intents and purposes, as far as I'm concerned.
I'm thinking more along the lines of a place where you could temporarily rent a safe room even if you are not a member of the town's guild. Where you could leave some stuff without having to worry about theft. And the Tavern would be a place where you could purchase food and drink and gather with townsfolk to exchange information. Or some building which has a big Tavern room and other rooms elsewhere inside that you can rent, maybe upstairs.
