Have 'peasants' or 'serfs' whoever wondering randomly and then as a player you can befriend and entice them into joining under your or intimidate and bully them to join you and then give your serf tasks so that you can further develop everything faster. Give the serfs skill levels that they may be better at, such as one might be better at hunting/fishing and another good at farming. It would be similar to developing a militia just with civilians instead. The peasants could also help protect the 'town' or village they are in with pitchforks if attacked by a predator or enemy force.
