Unlike other outfits which actually give us a bonus to certain skills, the monk outfit doesn't give you any bonus. My suggestion is that it should give you an increase of piety.

Getting piety to level 100 is actually pretty difficult. Maybe you're playing a server where it levels faster than normal or maybe you're not doing PvPing and aren't getting killed much. I'm asking for the piety gain so I could praise my god and get slightly more alignment, which isn't that great anyway but at least it's something. Also if you're at 100 piety, the luck from a blessing will increase from 3 to 3.5 already. So basically by increasing piety with this clothing, you'll get exactly what you're suggesting anyway. If you want further more luck than that, then that's not very fair for other outfits who don't get a similar benefit. All other outfits become useless once you max out the skill you get a bonus for.
