Predefined building means you have to select a building that a developer has already prepared from a menu, and then place it where they wish for it to got. Once placed, a construction site will appear, and progress on the site must be completed before the building will be useable.
Modular building means you are able to place sections of buildings, such as walls and floors, to create a custom building. The building must be structurally sound, and you should make sure you have enough space before beginning. This aside, all buildings will suffer decay.
