I have a few questions about modding

In the about page it states this:

90% of game AI is scriptable and can be completely redefined by modders – task and resource management, navigation, animations, sounds, etc can be completely changed through game scripts (game scripting language is LUA).

Will there be any restricted files that cant be changed i.e in banished it was inpossible to modify some files or even inject scripts.

any word on when there wil be any modding tools or is it going to be a while?

It would be nice if the modding would be like vanilla MC or even how Project zomboid did it anyhow thanks in advance and keep up the good work!
