I don't think there is any set minimum atm.
My system 2.4 quad OC'd 2.99
Win 8.1 Pro 64 bit
8 GB Ram
Asus Nvidia GTX 460 GPU 1 GB Ram
This runs the game decent enough.

So far I am certain that at least 6Gb of installed RAM is a minimum. Have no precise data on a minimum required video card or CPU yet.

4 cores AMD4.3, 8GB RAM, SSD, Saphire ATI 1Gb HD 6950 runs fast and smooth.
