I would like to see the maximum membership on monuments removed. Instead I would rather the monuments require a minimum membership before it can be upgraded.
The first monument would have a membership minimum of 1. For each successive monument the minimum of 10, 20 & 40 would be required for each increase thereafter. Every monument would have no cap on the maximum.
If at any time the minimum membership criteria is not met then the sacrifice option is locked and the monument decays until the minimum is met again or reduces down to the tier that the current membership can meet. Inactive players should not be counted toward this minimum. I think at least a 14 day period should be enacted before an active player is declared inactive. If the leader becomes inactive then the membership should be able to either vote in a new leader or allow an active player to take control. SWG had that option in player run cities.
I feel by eliminating the maximum and instituting a minimum this will cut down on the sheer number of claimed areas. From everything I have read players are concerned that the entire land will become claimed at some point. UO had this problem with player housing until they started opening up new lands and putting restrictions on the number of houses a player could control. Already instituting the rule of a player only being able to belong to a single claim is a great idea. Also allowing unlimited numbers of players to belong to one claim further reduces the total claims on the server. It also allows larger groups of communities to play within the same claim without having to deal with some kind of alliance mechanic.
