If, for example, you needed to actually put in work to make saplings grow at higher qualities, and crafting equipment/stations did not provide such massive bonuses as to negate the lower end material input (they should provide some, but it is currently a little balanced toward the high end.) I think your system would be great for inducing trade among nations and making people actually work for high quality goods... but that issue would need to be addressed to make them rarer. That may not be something that the dev team desires.
yes they should be harder to get, or all items' stats should be nerfed by like 50-75% to leave balance at around same spot. i've actually suggested a lot of other things about blacksmithing and quality and skill levels and stuff, check them out u'll probably like them too.
alternatively it would be good to change skill progression from 60-90 to be like 90-100 now, and make 90-100 way harder to make this system work even better, and those "shops" need to be nerfed from 20 bonus quality to around 5-10. also the outfits should be nerfed from 20 to 5-10 too and we need outfits for every profession and not just 5-6.
