I think we need different types of watering crops.
The primitive one:
Manual watering by pumping water from the deep into the crops in the near. Needs a new building - Waterpump. The waterpump can only supply a small radius with water.
Watering by animal like cow or horse. This also pumps water from the deep into the crops in the near. Needs a new building - Horsemill. The Horsemill has a better range than the waterpump. This needs an animal (horse or cow) and food for them to extract water.
High technical watering by watermill. This building needs a river or the sea nearby to extract water. Needs a new building - Watermill (or Noria). The Watermill has a slightly better range than the Horsemill. This needs nothing to extract water. You can transport the water with a canal/ditch and a weir.
Therefore we need also a canal or a ditch and a weir (dt. Kanal, Wehr)
Weir (dt. Wehr)
