you both are wrong. If you have a block that is at least partially ore, you will get the option "mine" (if you have skilled prospecting far enough to see the ore).
If you mine, you will get the proportion of the block that consists of ore in ore, and the rest in rock.
If you dig a tunnel in the same block, you will get 50% of the proportion of the block of ore in ore, 50% of that amount in rock, and the rest total in rock.
e.g. a block with 95% rock and 5% ore will give you when mining: 38 rock of q(rock), 2 ore of q(ore), digging a tunnel will give you 38 rock of q(rock), 1 rock of q(ore), and 1 ore of q(ore).
Returning to the question of this thread: definitely needs the function of mining upwards and downwards!
There should also be ladders and platforms to mine (and tunnel) into ceilings.
