Best way to Level up a New GM Character

I have tried a dozen ways or so, but can not seem to get all his skills to 100.

Other than actually leveling the skills normally, is there a set pattern to follow to get all his skills to 100?

I've done a couple searches and I only come up with how to increase a skill. not what I am looking for.

An advanced thank you to those that reply responsibly.
