Server Claim Times

I have seen some servers with adjusted claim times, and I was wondering how this accomplished? I have looked through the server files, and I could not find were to edit this, as most of the server files are cs.dos and are encrypted. Am, I looking in the right place, and if I am not can you point me in the right direction.
