I think that is included in the basil mod pack. You would have to ask Custodian. I just know it was part of a server I played on that used Basilmod.

You can modify the claims permissions in the skills_type.xml file. This needs to be enforced on both the server & client. Therefore, BasilMod is required.

You would want to find the "Open" action and find the lines associated with the Chests, Carts, Wardrobe objects and change the permissions so that intruders on a claim can perform this action.
