If a server admin chooses, im sure they can lock languages to their own, and make it harder for others to type.
While it IS a problem when people come into a game with multiple languages, keep in mind, we all speak different languages all the time.
I do understand the issues that you have with multiple languages over a game, I have played a variety of them with Russians, Brazilians, Turkish, Finnish etc.
Now, when you limit a particular language (Say English only) you actually break diversity as a whole. As I said, I agree it can be annoying, BUT, isn't it better to promote a more global welcoming feel rather than segregating specific languages?
The solution? There is another title out there, that has the OPTION to change rooms. So if you want English only, you can move to English only, same with RU, BR and the rest. This is just a thought.
My personal solution:
Remove global chat completely. Set it up for a more localized chat. Which will allow for more meta, such as:
Player A - Walks down the road, sees Player B - "Hello"
Player B - Looks at him confused, "verzeihen Sie mir?"
Now, of COURSE you arent going to understand him, however, is he friendly? Will he kill you? Will he help you? Not being able to understand someone at times, adds elements to the game (especially one like this) that you cant even HOPE to actually program in.
This is just my 2 cents on the viability of having more than 1 language.
