Not sure if any of this can actually be feasibly programmed but here is my two cents.
If your going for realism, then changing the stats of a weapon when customizing it is realistic, the only time a sword is equal to another sword is when they are identical, if one sword has a thicker blade than the other, then it is going to cut and swing differently, this concept applies to all weapons, now, I do agree you shouldn't be able to make a sword's speed match that of a dagger's, but if your going to take away the ability to change a weapon's cut/swing/balance/guard then you might as well not have it be crafted, sword smiths as well as every other artisan, spend their lives developing their style within their craft, if you were to look at one sword smith's sword, pick one up, swing it, and test it, then go to another sword smith and try their sword, the two swords would be completely different in almost every way.
Changing a weapon doesn't necessarily make one person more likely to win, a good sword in an amateur's hands might as well be a stick, that's where the player's skill and the character's skills come into it, have a basic weapon that is your middle ground which every weapon smith can make, then allow the artisan to be able to make changes to it, now if your afraid your going to end up finding the ultimate godly weapon that has max balance, cut, swing, and guard, then personally Id like the know the genius who accomplished it, because by adding something you take away something.
As for the plate, kings, nobles/knights, and usually officers as well as heavy cavalry, wore full plate (not all officers were noble just most)
so I agree plate shouldn't be worn by the normal foot soldier, but it shouldn't be rare either.
Now on a different note, I believe armor should be able to have stat shifts as well, you have your basic cloth, padded, leather, chain, scale and plate armor, then the artisan can take it and make adjustments to it, say for instance they add plate to the shield arm on the chain armor, or add extra padding, or with plate, make the sword arm plate thinner and lighter and make the chest plate or shield arm thicker, and then of course you have your different styles/colors/decorations you can add.
This way your not taking away from the crafting aspect of the game, and you also add a personalized style that each artisan eventually has.
