Make it so all claims are raidable during JH. Have it set up so on some days the JH is random(no set time it just happens with no warning). Make it so that all new personal and guild claims have a 30 day protection. After the 30 days they are no longer protected during JH. This would give new players and guilds a chance to get ready for JH. But also put in some kind of check so that the protection can not be exploited. Like if a claim type you are placing has been placed in a certain radius within 7 days then you do not get the protection. Or something so that people can not just pull up a claim then drop a new one to get the protection over and over.
