Anyone know the best way to level authority?

Some of the things it says do not give a skill increase. Honestly, most the shit it says on the list that levels it DOES NOT give skill to it.

The only way I have found is to destroy things, that would mean I would need to destroy 2300 little bags to get from 37 to 60.

The worst part is dropping 2300 bags.... I must be missing something.

Any help is appreciated.

build an outpost and pound mats into it. sacrifice coins to a monument. delete things on claims.
