Can't make a new character

A buddy and I can't make our characters to get in, is there an on-going problem with the dispatcher?

I don't seem to be able to get on the game, I have access to my characters, but there seems to be an issue with the dispatcher. Does anyone have any idea when things will be back up?? Or is it an issue only a few have?
