right so ive made a slope which is 0.5 in difference from the tile before and in observe its showing up as green but trying to build a wall on it fails just before the action finishes, is this a bug or can we not build on slopes?

Silly question as you're on walls but are you standing far enough back? Some buildings fail to complete if you're too close.

had the same thing happen to me, i could complete the foundation of some walls, but most of the spots it didnt show up after the timer

Yer doesn't matter were we stand, tried on and off the tile

there is already a bug ticket for that:

Seems like the preview works fine but the actual building fundation isn't.
We'll see in a few patches if it bubles up the priority chain to get fixed.

For me it took 5 attempts on some items ... at some random times ... to complete. And it sounds like the exact same issue you were having ... maybe just keep trying and see if it will succeed ...
