Typical mutex file to easily check if the server is running.

I believe the character data is stored in the database. So you'd have to get access to that. On a dedicated server it'd be easy, but not sure on a "Create a World" server.

This will only happen when the GM(s) reset the skill point lower than what you originally had.

It's not in a specific file. It is a table within the Database. (Yes, the DB stores its data in files, but it is one big file with everything in it, so copying that would reset everything to pre-wipe (and pre-patch for that matter).)

If you don't have any experience with SQL, I wouldn't recommend fiddling around in there at all. Maybe someone will find the time and muse and make a nice little tool for such tasks that is non-developer friendly to use.

For the time being, it might be a tiny bit of consolation, that complete wipes during an alpha stage are what one would fully expect to happen in any game. Sometimes it's even deliberate in order to have people test low level progression again because of major changes there.
In alpha, you shouldn't count on that one day's achievements make it over to the next one at all. Not many things are as volatile as progress when dealing with an infant game. That's just how it is, and you should learn to live with it or refrain from taking part in an alpha.
