By the time the MMO is released, you'll likely have mounts such as Horses and likely animal-pulled Carts and Wagons. What effect personal stats will have on movement speed of these mounts, we haven't a clue, they're not implemented yet.

So if you're talking alone on foot, well that's Agility for speed and Strength for speed and stamina decrease due to equipped mass. I usually go 50 str and 35 Agi, with the remainder split between Willpower and Constitution.
