This is a great question. I don't think anyone knows the answer to it. If you're talking about a *shared* inventory container, like a warehouse shared with others, it's important to know that the arrangement of inventory is different for everyone who looks in any container, no matter what. So we know some character file is responsible for the arrangement of items in any container you've looked into.
It's a great realism/authenticity mechanism - because if I starsh my belongings in a backpack, and you search it, it's very unlikely you'll find everything I had in there but even the big stuff you'd need to look for a moment.
On the flipside, this mechanic is ridiculous because I can clearly say "OK we only put carrots on the right and tomatoes on the left" to my group of workers, but they still see everything different.
I can't open a store and hire a stock-boy for my crates because the way it's arranged is randomized. I can't leave a message with my items, like I'd love to do, etc.
