FIX LAYER BUILDING (HEIGHTS)

I was on a mission to build a fort inspired by the ones from on of my favorite rts series (Total War) but i wasn't easily able to do that as i could have been. In TW i often see forts with different layers so i thought ''Hey why dont i get the walls up to a certain height and then get the other walls, for the upper layer, even higher than the ones i previously built?'' After that i layed down the 1st set of walls but wasnt able to lay donw the 2nd because I CANT HAVE DIFFERENT HEIGHT CELLS, EACH FLATTENED, NEXT TO EACH OTHER.
In reality what i did was build my fort using the already set of heights of the hill i was building uppon so i would not have to flatten it all for hours...by myself. My fort, in the end, was somethign like a snail shaped figure and i couldnt close up the fort because of the different heights from both ends of the snail. The snail walls had all kind of different heights but i had to do lots trickery to finally get it closed. The thing is: i would be able to place walls of different heights next to each other if i could have different heights of flattened cells next to each other (without screwing up the wall next to it).

Can you guys pls fix this?
