The Council of Twa - Potential RP Server, Looking For Feedback

Hello,
Myself and a group of friends are looking to start an RP server with an interesting goal for players. The premise to this server would be that there is a council that rules over a majority of the land, and players that join could either be for, or against the council's rule. The council itself would consist of 12 players, able to vote players off, or onto the council, and have access to a castle (pre-built before the server opens). We are tossing around the idea of a "keep what you kill" philosophy in the respect that if a player kills a councilman, he takes his spot on the council. Council players can elect guards, or townsfolk, to live in the same area as long as the server remains balanced. The problems would be that it would take a lot of administration to provide players with an enjoyable and well facilitated server. The server would need a website, listing all current councilmen, as well as a way for the councilman to communicate privately outside of game (voting). Less than active councilmen would be booted from the council. Not to mention, to retain balance and to keep all players on the same page of this "civil war" style server, do you think that the server would need to be locked, and players would request the password on the website? That way everyone that joins already knows the premise for how the server is to be played. Any thoughts?
