8 flux = 1 steel sickle = 370 plants (117 durability, 0,3 per plant) = (+/- 20 flux according you've got the same chance to gather every variety of plant: 65 different variety(? so far), 7 plants are available to craft flux, need 2 plants for one flux 1.0)

should I wait to get higher tool's quality?

What is this madness? Just create one Steel Ingot for 12 Flux and melt it into 40 Steel Lumps. That's 10 Sickles for 12 Flux.
