Tiered aggresion (war and sieging, even epiland)

I havent listened to ama about pvp but here are my thoughts:

A tiered aggresion system, more granular than current siege mechanics.

Basically the progression of allowed aggresive actions:
- alignment loss when attacking
- no alignment loss
- harvesting/looting in realm claim
- demolition in realm claim
- looting in town claim
- demolition in town claim

Hostile declaration would put the attackers on second tier, if accepted defenders would be on third tier. War declaration, if not challanged in some time would put attacker on the third tier. If challenged, third tier for attackers woild only be an hour or so at time defenders choose. Defenders would have after cnfirming the time, acces to forth tier of aggeesion on attackers land. During this, recruitment would be closed. After this attackers would have to construct a siege totem on enemy realm to go forward to next tier. Totems being gm approved. Or allowed if war declaration hangs unanswered for a week.
