I drag it out of the pack and it snaps back into the pack .

3 probable causes:
1. you are on claimed ground that you do not have permit ion to dump stuff on (press and hold F4 or press CTRL+F4 to see claim markings)
2. You already dumped the flax but the graphic representation item is still present. Restart game or reload UI.
3. Item is in your inventory and you can actually not dump it, reload game, if it persists, report bug/contact devs on discord.
