Why is the heaviest shield (pavise) only equippable if you have 30 battle preparation? Why isn't it 90 shield mastery like before? I understand if the pavise could go down into the ground as cover, but why can't I use it as a sword and shield user? The tower shield is nice, but it doesn't offer the same protection as a pavise.
