Gray cipher, when raising skills

When i raise my skill, there are 2 ciphers, one which represents my current and raising skill level in yellow/orange and another in gray. Whats that for a gray cipher? Whats the meaning of this? Please see the attached image...

The gray value displays your effective skill. Every skill has two stats that raise the effective value (constitution and strength in this case). The higher those stats, the higher the effective skill. This skill determines the actual weapon quality you can use (important for damage calculation) or the maximum quality of items you can craft.
