What do you mean you can't activate them? You should have them in your itemshop inventory and ready to use when talking to Ferryman.

I can't open the in-game store. This button is not working. The ferryman does not pass my second character in the game.

If the button for ingame store isn't working, then probably some files are corrupted. Perform game client repair/reinstall.
