yes, we have noticed and experienced similar problems.
During judgement hour it was worst then ever, yet even on normal gameplay and just sparring among guild members we have noticed that due to lag both fighters did not hit when they saw their weapons actually pass through their opponent yet if they run up to each other and swing their weapons right AFTER passing each other so they would actually swing their weapons behind or right in front of a passing enemy, and so to them seemingly missing, it would be a hit.
Even when using training dummies there is some sort of lag. you swing your sword, you see it pass through the dummy and when you are getting back into position to swing in the animation... then you get the hit on the training dummy.
As long as this as still an issue, many are actually unable to fight properly and just don't even bother...
