Of course you cannot. Your skill is far too low. You don't even have artisan to 60, let alone access to carpentry.

What I'm trying to figure out is how you have less than 30 artisan since you cannot actually create a character with lower than that

How I do increase and why I have so low?

[Arrakis]

Level up Artisan by performing actions such as:
- Raise and Lower ground level
- Pour soil on the ground
- Create primitive tools
- Gather bark
- Create a camp
- Add fuel to campfire

Once you have Artisan back at 30, you can sew logs again.
