Horse carts and slopes

Horse carts suffer a lot from any upward slopes (even flattened slopes slow down the horse cart by a lot) and I'd like to suggest that horse carts could sustain the maximum speed at least while the height difference is less than 1.0 opposed to it currently coming to a full stop if you try to go up such slope.
