Is the skill cap of 400 that I found on the wiki still in place in the current game?
If it is still there where can I see my current level, don't find it on the skill page.

Yes, the cap is still there. But you can really respec at any time you want if that's what you need or want to do for some reason. The cap is there to incentivize team play, so people would cooperate and work together towards the common goal.
