Fractional Values for Skills and Attributes

The bonuses for most of the attributes and the skills are set based on whole number advancements but you rarely end up with a skill or attribute as a whole number because of the fractional advancement system. What happens is you wind up some small faction either over or short on most if not all of your skills or attributes once you hit the cap. What happens to these fractional values? Are the lost skill and attribute points or are they being calculated and providing some benefit?
If they are being rounded out(ie:lost), I would suggest the developers find a way to round them to a whole number for the attributes and, at least, round them incrementally (30, 60,90,100) for the skills.

I agree with this, but with a slightly different fix option. When locked, skills and stats should decay (with normal lowering) to the next lowest whole number.

E.g. You lock your strength at 45.74, wanting it to end up being exactly 45.00. You raise other stats while at cap, and Strength will lower (while locked) exactly 0.74 to make it an even 45.

This would give plenty of control to the min-maxers, without losing fractional values. It would also add slightly more work to the server, especially when by doing so it would end up "splitting" the decrease between two stats/skills, but I believe the benefit would outweigh the few extra cpu cycles.

It could even be made client-side with only a server-side check that the client didn't try to cheat. (server->client: reduce skills by N -- client->server: changed skill levels -- server: new skill total = desired skill total, else disconnect client (internal error/hacking attempt))

It's also quite irritating that you can't see the 3'rd and 4th numer after the "," but they still seem to count... decaying thing seems to be a good idea if it included getting the numer down to X,0000 value.
