Personally, I like the idea of when you're overburdened you move slower. However, the implementation was done in such a way that, to me, it seems like they just said "if you're overburdened, then move at 'x' speed."
I think a better solution would be to tie the player's movement speed to the Movement skill, and to gradually decrease the player's movement speed the more weight they have on them.
Basically, if you are one stone overweight, you wouldn't see a difference in movement speed.
However, if you are 100 stones overweight(and you're movement speed is low), you would move at the current movement speed.
That being said, no matter what you're Movement skill level is, you would move noticeably slower when you're 100 stone overweight(possibly at the current overburdened speed).
To me, this would be a much better solution, since it would still basically encourage people use the carts for transportation of large amounts of material, but if they just happened to pick something up and it put them barely over the weight limit then they could still move normally.
