You need lvl 60 procuration to weawe ropes and cloth but lvl 60 to use tanning tubs and drying frames. Thoose actions should switch their lvl requerement. (Sorry fot bad English)

Thats the problem. You cant. Skill request is wrong. Using tanning tubs supposed to be 30 not 60 procuration.

Procuration 30= unlocks spinning wheel and weawer toolkit
Procuration 60= unlocks tanning tubs and drying frames

You need tanning tubes to make flax fibers. It sopposed to be tubes are 30 and weaving is 60. So we could level up procuration by boiling flax. But now you have to level up to 60 to create resources to level 30.

Procuration has allways been leveled up to 60 in 2 ways.
1. Slaughtering animals in coops.
2. Making boneglue. - THis one is perfered since any q boneglue can be used for furnature.

Any other metod such as u are suggesting is invalid and tubs will not be moved to 30 probably, to prevent too early resource gain such as early leathers and even rope for training weapons

Making linen rope harder to obtain to prevent early using of training weapon is silly. Training weapons are needed to be able to use metal weapons. But making metal weapons is much more advanced technology than making ropes. Therefore metal weapons (and metal itself) should be harder to obtain and making cloth should be alot easier. Also this way padded armor will become more usable, because it's cheap.
