1)im playing on a 100x skill rates server and skill cap 3000
2)i have war horse training to 0
3)i might have died 3 times while it was at 0
4) war horse training wasn't mark as locked
5) when i trained 2 horses my war horse training skill did not raise from 0

//edit and follow up

i did eat shittier quality food and it instantly raised to 100 from 1 horse
i had a 3x multiplier when it didnt raise and when it raised i had a 1.3x
