Today in our server we have remarked all the animation was canceled buy click on the button "Cancel" of the observe terraforming skill ... sadly that's pretty boring..

This seems to be the trigger indeed. Simple workaround which worked for a buddy: Open Observe Terrain again and press "X" instead of "Cancel".
