When i first log into any given server they work without fault.
But somewhere down the line they just trigger cooldown but doesnt give any of that effect they are supposed to give.

Particurarly the shouts that affect other players seems to break down first. I try using fear on anyone and it triggers my cooldown but does not even give any effect towards the other player.

I have tested this on 2 different servers. One when the warcries was first released. And then later on another server after the reworked warcries.
It happend on both of those servers.

Some of my guild mates also noted that they were having issues with it.

Does anyone else have these issues?
