For them to implement diminishing returns per-action, they'd need to have a LOT more possible actions at any given time for any given skill.
As it is, if you've never tried leveling construction on an x1 skill multiplier server, just go ahead and try it. From 0, it takes a few *hundred* wattle fences before you can even get the recipe for something that can be finished without the procurement skill.
A few hundred fences is a few THOUSAND branches. It's hard enough and takes more than enough time just gathering those branches without having to deal with diminishing returns on your wattle fences, and being forced to build what would be thousands of them just to get skill level 15 to build (or work on) forges.
Some things do need to be more balanced. You should NOT get as much skill xp for making a mortar and pestle as you would for making a shaped rock. It should be based on the number of resources that go into it. Thus, mortar and pestle would be 1/10 the exp of the shaped rock.
The diminishing returns system already in place more than accounts for the OP's complaint, with a few exceptions here and there that need rebalanced.
