How to craft Warfare Kit

When I try to craft any Warfare Kit, it needs 20x Siege Engineer's Workshop in my inventory. Is it ok?

What is not implemented? ATM you need Warfare Kits to craft Trebuchet. So Trebuchet can not be crafted anymore.
However, Warfare Kit(all variants) are in DB and players can see it in crafting window, so it seems to be implemented, but not working.
