I've been seeing an increasing amount of users on my server having an issue with tiles staying locked after removing Palisade Walls. Is there anything I can do, from an Admin perspective, to clear up these tiles?

Try placing some building/object on that tile in GM mode and then delete it (N)

Yep the forge and anvil works great for this if you only need one or two unlocked it does that. If you need a square of 4 unlocked turn it on an angle and it does that. if you end up with a sign under a house or something fly under the ground and look at the sign and hit your b button then fly back out.
I do this often on my server I even put forges inside buildings and ovens in kitchens this way!
