Locking Skill gain/loss at Tier Levels

While your character is skilling up and hasn't hit the cap yet, keeping track of your numbers and locking them when you hit your goal isn't really all that important.

However, when you want to DECREASE your skill to a certain level, it becomes very important.

I'd like to suggest a way to set a goal have the game automatically lock it once it's hit. This can be done either with a specific number or, more likely, a tier (tiers being 30,60,90,100).

For example, let's say you skill up in Terraforming fairly high, because you're heavily involved in the beginning aspects of your group building a settlement. But you don't want to be a Terraformer as a Profession. Once you hit your skillcap, it's time to start losing those Terraforming skills. But... let's say you want to only go down to 30, so that you can retain the ability to Flatten.

My suggestion is to make the interface able to lock at a certain level, so that you don't have to manually keep track of where your skills are every time you do something that lowers one of your skills.
