Lowering skill caps on server

I wanted to know what happens to the skills people currently have if I lower the skill cap for the server?

It will be deleted and if u ever higher the cap agian they will have to level it up agian :) Random points will be taking away to get to the skill cap u giving them. They cant choose of what they will keep or not. It just random delete points
